BitmapEx allows you to very easily, choose any image on your hard drive, download any from BitmapExchange, or create your own images, and skin it into the background of your Internet Explorer, Windows Explorer (Which includes any time you open a folder), and Outlook Express toolbar!

Unlike many other toolbar skinning programs which soak up resources, BitmapEx does not need to run in the background to display your image, and it is not spyware.
